Ask how local value enters the decision

An overseas supplier hearing an ICV question should not immediately promise a local office, new hiring or certification. First establish which procurement program the buyer uses, what evidence it requests and how that evidence affects the specific opportunity. Similar terminology can conceal different purchasing expectations.

The Ministry of Industry and Advanced Technology describes the National In-Country Value Program as redirecting procurement expenditure by participating government entities and leading national companies into the UAE economy. This is a specific procurement context, not evidence that every private-sector purchase uses an identical evaluation.

Separate existing facts from future plans

Prepare an accurate account of current UAE operations, local purchasing and delivery resources. Label planned activities as plans. Do not describe a distributor's premises as your own establishment or present anticipated local expenditure as an already verified contribution.

The Ministry's National ICV data resource distinguishes authorized certifying bodies from companies holding valid certificates. That distinction gives sales teams a useful verification route. A proposal should accurately describe the relevant entity and evidence, rather than using an ICV logo as a vague assurance.

Compare opportunity value with localization cost

If the buyer confirms that local-value evidence materially affects evaluation, assess the commercial case with finance and operations. Consider recurring demand, implementation capacity, supplier relationships and ongoing administrative work. One uncertain tender is a weak foundation for an expensive operating-model change.

Ask authorized specialists to explain certification requirements and have qualified advisers review entity, employment or contractual implications. This is a sales qualification framework, not certification, legal or tax advice. Avoid offering a numerical score prediction without an appropriate verified assessment.

Use an illustrative ICV decision sheet

Imagine a fictional maintenance-software company approaching a participating industrial buyer. The buyer requests ICV information, but the supplier has only a proposed UAE implementation partner. The next step is to clarify the requested evidence and the partner's role, not claim that the partnership produces a particular score.

Record three scenarios: pursue with the current setup, investigate a supported local delivery model, or defer. This suggested worksheet helps compare options without implying actual certification outcomes. Revisit the decision when the buyer provides evaluation details and specialists confirm the evidence requirements.

  • Buyer context: identify the program and opportunity-specific evaluation request.
  • Current evidence: list verified operations, suppliers and certificates.
  • Entity match: confirm which company each document actually covers.
  • Investment: estimate delivery and administrative commitments without assuming a win.
  • Decision gate: require buyer clarification and specialist review before commitments.
