Choosing a framework route for UK digital public-sector sales
Assess whether a UK digital-service opportunity requires framework access, a different procurement route or a future application plan.

Separate service demand from purchasing access
A UK public-sector buyer may need your digital service but be unable to purchase it through the route you assumed. Before investing heavily in a demonstration, ask which procurement mechanism the buyer expects to use and whether your business is eligible to participate through it.
GOV.UK's Digital Marketplace guidance explains that listed suppliers are already on relevant framework agreements and that buying processes differ by framework. This means a service description alone does not create framework access. The route and supplier status are part of opportunity qualification.
Define the deliverable precisely
Distinguish hosted software, cloud support, specialist capacity and an outcome-based project. Buyers may place these needs into different purchasing arrangements. A broad label such as digital transformation can hide material differences in delivery responsibility and evaluation.
Use the official marketplace guidance to understand the broad service categories, then inspect the actual agreement and current buyer instructions. Do not rely on an old supplier application page or a previous framework's terms. Availability and application arrangements need live confirmation.
Research alternative and future routes honestly
The government's supplier-guidance collection addresses participation in public procurement and provides resources for navigating the relevant systems. Use it alongside current opportunity documents to identify what is possible now and what requires preparation for a later application window.
If your business lacks the required access, do not imply that a partner or subcontract arrangement automatically resolves the issue. Ask the authority and obtain qualified advice about the proposed structure. Keep future route development separate from an immediately purchasable opportunity.
Use an illustrative procurement-route card
Suppose a fictional accessibility-testing supplier speaks with a public body about a digital project. The buyer's preferred route requires a supplier position the business does not currently hold. The next action is to clarify permitted options and future eligibility, not forecast a near-term contract.
The worksheet below is a suggested qualification tool, not procurement-law guidance. Record the route, evidence and unresolved conditions in the CRM. A technically excellent offer should advance only when there is also a credible, verified path for the buyer to purchase it.
- Deliverable: specify software, support, specialist capacity or project outcome.
- Buyer route: record the intended agreement or competition mechanism.
- Supplier access: verify current status against official requirements.
- Alternatives: investigate permitted options without assuming partner eligibility.
- Timing: separate a live opportunity from future framework preparation.
