Separate authority clearance from business restart approval

Respect official access restrictions while using a separate, documented process to decide which business services can resume.

Do not let sales targets decide premises access

An agency manager cannot establish that a building is safe because equipment appears functional or clients want service restored. Follow the directions of the relevant local authorities and any applicable authorized inspection or occupancy process. Do not send staff to make informal structural checks or retrieve work items from restricted premises.

Official earthquake guidance belongs alongside, not inside, the agency's commercial approval process. Ready.gov and Pakistan NDMA provide public guidance, but neither reference should be presented as a universal reopening permit. Requirements and responsible authorities vary by location and circumstances.

Use two separate decision records

The first record concerns applicable external restrictions and permissions. Capture the source, scope and current status without interpreting technical findings beyond the organization's competence. If the position is unclear, keep the affected premises-dependent activity paused and seek clarification through the proper channel.

The second record concerns business readiness: staff availability, approved systems, client commitments and service capacity. Permission to access a location does not establish that normal sales operations should restart. Conversely, authorized remote work may be considered separately where it does not conflict with applicable instructions or individual circumstances.

Build a restart-gate worksheet

This illustrative worksheet is an administrative aid, not an inspection checklist. It should link to relevant evidence rather than ask employees to judge physical hazards.

  • External condition: identify the applicable authority instruction and affected location.
  • Evidence: record the official communication, date, scope and unresolved questions.
  • People: confirm voluntary availability and approved coverage for the proposed service.
  • Systems: business owner accepts tested access, records and paused automation state.
  • Decision: authorize one limited service, name the approver and define stop conditions.

Communicate a bounded restart

Tell clients exactly what has resumed and what remains unavailable. Avoid broad statements such as 'everything is safe' or 'all operations are normal' when only a remote inbox or a small appointment schedule is functioning. Give the next review point without guaranteeing further expansion.

Retain the ability to pause again if official directions change, staff availability falls or systems behave unexpectedly. Record the business decision separately from any authority communication so it cannot be mistaken for official clearance. Review the process after disruption with appropriate professional input where needed; this guide does not provide engineering, legal or emergency-management advice.
